The ISU Council will review Veronika Zhilina’s transfer to Azerbaijan on July 4–5, according to multiple independent sources cited by RIA Novosti.

If the decision is positive, the skater will only need to obtain a special clearance certificate from the ISU, granting her the right to compete in international competitions.

According to the journalist Vlad Zhukov, “Should the ISU grant her release from the Russian Figure Skating Federation (FSFR), all that will remain is to secure the clearance certificate from the ISU to officially represent her new country at international events. Typically, this process is very quick. Considering the matter has already reached the specialized ISU bodies, it is believed that the transfer window rule (set to expire in mid-June) may not apply.

This means that if the ISU approves Zhilina’s release, she would be able to participate in the Olympic qualification. With a successful performance, she could secure a spot at the 2026 Winter Olympics, as well as the European and World Championships.”
